Initiatives

Housing groups Examples:

Onward Help with Hoarding . ‘Outside the Box’ approach. Team of expert staff. Also has links to several peer support groups ‘Hoarders helping hoarders’.

Orbit’s compulsive hoarding project

Prima Group Hoarding Set up a peer-support group ‘Bringing Hoarders Together’.

Silva Housing Hoarding Support works together with Hoarding Disorders UK to run a support group. Website includes how to talk to someone who hoards. Includes list of important documents to keep safe.

Hoarding is more than just a fire risk’ Inside Housing. (viewed 15/5/2024) a housing association’s project to raise residents’ awareness of safety issues.

Have hoarding trained staff. Examples:

Manchester City Council, Tenancy Support Team Understanding Hoarding .They have hoarding specialists.

Solihull Community Housing Hoarding. Written to encourage tenants with hoarding problems/neighbours. Neighbour Officers have training. Manages Council housing.

There are many policies online-these are just some examples.

Ark Hoarding & Self Neglect Procedure 24 pages- much longer than others (Scottish law)

others are English law;

BTC Council. Hoarding in council homes Written for hoarders. Potentially alarming as not keeping the home clean and in good repair is seen as a tenancy breach, where legal action, even including eviction, may occur.

Circle Housing (2014) Hoarding Policy They added a clause to the tenancy agreement prohibiting hoarding.

Coastline (2023) Hoarding Policy Includes Clutter Image Rating Assessment Tool Guidelines page 12 (of PDF).

Mount Green Housing Association Hoarding Policy.  Includes actions that they may take.

Octavia landlord information for tenants Hoarding. Appears to be written for neighbours. Harder on hoarders.

Peabody Housing Association (2023) Hoarding Policy Long, formal .

General Housing Advice

Not references about hoarding disorder, but agencies providing expert support.

Citizens Advice and Shelter have lots of information on their websites. They have helplines, but they are usually very busy. Citizens Advice have webchat, and also see some people in person.

Legislation differs between England, Northern Ireland, Scotland and Wales.
